Rose Haggar Elementary has made remarkable academic progress. Serving 480 students in pre-K through 5th grade — including a racially and ethnically diverse community where 50% of students qualify for free or reduced-price lunch — our school has demonstrated that every child can achieve and grow. The Texas Education Agency rates every public school on a scale of 0–100 each year. Here’s what each category measures in plain language:

Overall Score

The school’s report card grade

A single number that combines all three categories below. Think of it like a GPA for the whole school. Scores of 90–100 = A, 80–89 = B, 70–79 = C, and so on.

Student Achievement

How many students are passing

This measures the percentage of students who score at or above grade level on STAAR tests. A higher score means more students are meeting state standards in reading and math.

School Progress / Academic Growth

Are students improving year over year?

This doesn’t just ask “are kids passing?” — it asks “are kids getting better?” A student who starts behind but makes strong progress contributes positively to this score. It rewards growth, not just where students start.

Closing the Gaps

Is every group of students succeeding?

This looks specifically at whether historically underserved groups — such as economically disadvantaged students, English language learners, and students with disabilities — are achieving at the same rate as their peers. A high score here means the school is truly serving all children.
